Investor residency and citizenship in Jordan: eligibility before commitment

A careful guide to Jordan’s investor residency and citizenship framework, current 2026 criteria, due diligence and continuing conditions.

1. Three different legal concepts

An investor card, a residence permit and Jordanian nationality are not interchangeable. Each has a different legal effect, issuing authority, eligibility basis and renewal or monitoring position.

The Ministry of Investment’s electronic services include investor-card, residence, visa and citizenship services, but the final route may involve several public bodies and committee review. The file should be built around the applicant’s actual investment and personal circumstances.

2. The criteria are current, specific and changeable

On 15 July 2026, the Cabinet approved amendments to the criteria governing investor residency and citizenship. The update addressed investment in the governorates, strategic national projects and investment through the Amman Stock Exchange, among other routes.

Because thresholds, qualifying instruments, holding periods, employment requirements and family coverage can change, eligibility must be checked against the official criteria in force on the filing date. A historical brochure or informal summary is not enough.

The legal sequence is eligibility review, documented qualifying investment, governmental filing and due diligence, then continuing compliance. No responsible adviser should guarantee approval.

3. Pre-investment eligibility review

  • Identify the route that corresponds to the proposed investment, not merely the applicant’s preferred outcome.
  • Confirm the required value, form, location, holding period and any employment or project conditions under the current criteria.
  • Check the applicant and included family members against documentary, nationality, age and dependency rules.
  • Prepare source-of-funds, banking, corporate, tax and security-review documents with consistent names and dates.
  • Assess whether the investment remains commercially sound even if the status application is delayed or refused.

4. Continuing obligations matter

Some routes require an asset or investment to be retained, employment to be maintained, or other conditions to continue for a specified period. Restructuring, selling, pledging or changing a qualifying investment without legal review may affect status.

The closing file should therefore include a compliance calendar, custody of official evidence, responsibility for governmental updates and a review before any material change to the investment.

5. How counsel adds value

Counsel should test eligibility before money is committed, align the corporate and immigration records, coordinate certified documents and authorities, respond to requests for clarification and track post-approval conditions.

KM Law Firm handles investor-related nationality and residence files as legal and regulatory mandates. Every assessment is confidential, conflict-cleared and based on the criteria and official practice applicable to the specific client.
